A half yearly dividend has been declared in AGM before BS date. The distribution of dividends is through a registar. The payment to regista made before the BS Date but the registar distributes it to the comman public(share holders) 3 days after the reporting date but before the final results are signed. How shld thedividends be trearted. shld they be expensed as the cash and went way from our hands to the registar. or a liability cause it never reached the shareholders.

It should depend on the legal status of the said registrar in your country. If you can consider making the payment to the registrar is equal to paying the shareholders in the eyes of the law, then of course you can recognize as the payment.
