Can I combine like project items to reach $5k minimum for Capex vs Operating expense?

Classification of initial landscaping

Our company is adding a building on our undeveloped property. Our threashold for capex is $5,000. The initial landscaping is $4k for land leveling and $4k for grass. Can I group the items as Initial Landscaping as $8k and treat as part of my capex (versus operating expense)?

No, because you can not depreciate lands.
